Do not start at zero and work up
The order 0 to 20 looks sensible on a page and makes no sense to a hand. Start with the numbers your child already says easily: 1, 2, 3.
Why the teens are the hard part
Eleven, twelve and thirteen do not follow the pattern of the rest. A child who sails through 10 suddenly meets words that do not match what they expect. Expect to slow down there, and stay there longer.
Trace, then count
Tracing a numeral is a hand skill. Counting a group is a number skill. Do both on the same page and a child connects the shape to the quantity.

Two numbers a session is plenty. Neatness is not the goal yet; knowing which way the 5 faces is.
Where the starting point matters
Children copy the start of a stroke. Show it once, slowly, and let them find it themselves after that.
A small note
Inspired by Montessori principles, the hand and the number should meet in the same activity. Many parents find that tracing a number they have just counted sticks far better than tracing alone.
